Historical Note
In April, 1983 Governor William O'Neill appointed a thirty-seven member task force charged with "developing a coordinated strategy for the state's response" to the need for repair and replacement of Connecticut's infrastructure. Edward J. Stockton, former Mayor of Bloomfield, former Commissioner of the Department of Economic Development, and at the time of his appointment, Director of the Construction Institute, University of Hartford, was selected as chairperson. Twenty-one of the all-male panel were officials of construction firms, construction unions, architectural and engineering companies; seven were current members of the O'Neill administration; four were state legislators; and two were municipal leaders. The task force formed the following subcommittees to conduct studies, receive comments, and hold hearings: Bridges; Dams; Hazardous Waste; Local Government Needs; Public Buildings; Sewers; Solid Waste Disposal; Streets and Highways; Transportation Facilities; Water Systems. Staff from Departments of Administrative Services, Environmental Protection, Office of Policy and Management, and Transportation were assigned to assist the subcommittees.

Abstract
The Governor’s Task Force on Infrastructure was established by Governor William O’Neill in April 1983 with the charge to develop a coordinated response to repair and replace the State’s infrastructure of roads, bridges, public buildings, water systems, and the like.
